Apa yang Terbaru di JPA!


1. Permohonan bagi Program Ijazah Dalam Negara (PIDN) dibuka pada 3 Julai 2010 sehingga 16 Julai 2010. Saudara adalah dialu-alukan untuk mengemukakan permohonan secara atas talian (on-line) sekiranya melepasi syarat-syarat yang telah ditetapkan.

2. Untuk makluman saudara,permohonan bagi program ini hanya dibuka kepada pelajar yang telah ditawarkan tempat di Institusi Pengajian Tinggi Awam (IPTA) dan tiga buah Institusi Pengajian Tinggi Swasta (IPTS) iaitu MMU (Universiti Multimedia), UTP (Universiti Teknologi Petronas) dan UNITEN (Universiti Tenaga Nasional) sahaja.

# Syarat-syarat permohonan biasiswa tahun 2010 ini hendaklah dirujuk kepada iklan yang bakal dikeluarkan oleh Jabatan ini di akhbar-akhbar utama tempatan kelak.

New Strait Times:JPA to end sponsorship of undergrad studies abroad

KUALA LUMPUR: The 1,500 scholarships offered by the Public Service Department (PSD) for undergraduate studies overseas will be phased out from next year.
However, those who have secured entry for undergraduate studies at top foreign universities such as Oxford and Cambridge may still apply for such scholarships.

Scholarships for postgraduate studies will also be available.

Minister in the Prime Minister’s Department Datuk Seri Mohd Nazri Abdul Aziz said the move was aimed at increasing the number of scholarships for those studying at local universities and to address complaints that there were not enough scholarships for outstanding Sijil Pelajaran Malaysia (SPM) students.

These scholarships are awarded on merit and take into account the student’s background.

Nazri said this would not affect the Perdana Scholarship—the 300 scholarships awarded by the PSD entirely on merit, regardless of race.

This is the second year of the Perdana Scholarship, which is solely for students doing a master’s degree or doctoral programme in all fields with emphasis on science
and technology,at world-renowned universities.

Nazri, who is also the minister in charge of PSD scholarships, said that there would always be complaints that the government was not providing enough scholarships.

“There are just too many outstanding students. Even with the new grading system, where grades are divided into three classifications, for example, A-, A and A+, there are still many students who are able to get with outstanding results.

“It’s impossible to increase the number of scholarships because we don’t have enough money for that when we also need money to focus on other areas,” he said told the New Straits Times yesterday.

The 1,500 overseas scholarships given out under the PSD’s Program Ijazah Luar Negara (PILN) overseas programme are awarded according to a race quota with 56 per cent going to Bumiputera students and 44 per cent to non-Bumiputeras.

This year, more than 15,000 students applied for the scholarships.

Nazri also refuted a claim by Federation of Malaysian Indian Organisations president A Rajaretinam that 80 per cent of the scholarships were awarded to Bumiputeras, calling it a “blatant lie”.

Berikutan banyaknya rayuan yang diterima, Jabatan ini memerlukan sedikit masa lagi untuk meneliti setiap rayuan tersebut. Keputusan mengenai rayuan dan tawaran tersebut akan diumumkan pada 11 Jun 2010 mulai jam 3 petang. MAHSA was established in earnest in the year 2005 in Pusat Bandar Damansara, Kuala Lumpur with the belief that higher education in the field of healthcare is a vital cog in the development of the nation. The College is the brainchild of Datuk Dr. Hj. Mohamed Haniffa who is CEO and Principal of the College. Datuk Dr. Hj. Mohamed Haniffa is a clinical practitioner of medicine whose vision involved creating a centre of excellence in Medical, Nursing and Allied Health Sciences Education in this region thereby developing qualified and compassionate healthcare professionals to serve the needs of our great nation.This is in line with the Prime Minister's vision that Malaysia should become a centre for academic excellence.

In order to generate a pool of skilled healthcare professionals, it was agreed upon form the start that the College would gather the brightest minds in the country and abroad to help nurture the minds of our students and hone their skills. Furthermore, in the field of healthcare, theoretical knowledge though important is nonetheless secondary to clinical exposure and thus it was decided that students of MAHSA must gain practical experience at the earliest stage during their tenure. Finally, state of the art facilities were created to complement the innovative teaching curriculum and a highly qualified and motivated teaching staff.

Within a short span of time, our students outgrew their original premises and thereby a second campus was set up in Jalan University, Kuala Lumpur. From a modest start with the Pre - University Cambridge GCE A’ Levels and the three year Diploma in Nursing program in 2005, now MAHSA is proudly recognized as one of the premier colleges that focuses in Allied Health Sciences Professional training. Training programs offered have expanded to include Diploma in Physiotherapy, Diploma in Medical Imaging, Diploma in Environmental Health, Diploma in Pharmacy and the Diploma in Biomedical Sciences (Medical Lab Technology). Pre-Medical Course.
The minimum entry qualification is a grading of 'B4' in 5 subjects namely Biology, Chemistry, Physics, Mathematics and Additional Mathematics at SPM, "O" level or equivalent. The duration of the course is 10 months.
Medical Degree (MD) Course.
The minimum entry qualification for this course is Principal "B" or a CGPA of 3 in Biology, Chemistry and Physics or Mathematics at STPM, "A" level or equivalent level. The duration of the course is six years.

The NAPEI 29th Malaysian Education Fair will be held at PWTC, KL on 5 and 6 June 2010 (Saturday and Sunday). Admission is free. Dasar Penajaan Program Ijazah Luar Negara Tahun 2010
Jabatan Perkhidmatan Awam Malaysia

PILN 2010 adalah dibuka khusus kepada lepasan Sijil Pelajaran Malaysia (SPM) tahun 2009 untuk mengikuti pengajian di peringkat Ijazah Pertama. Pelajar-pelajar yang memohon mestilah memenuhi syarat-syarat minima yang telah ditetapkan iaitu sekurang-kurangnya A- dalam 9 matapelajaran mengikut bidang pengajian yang dipohon.

Bagi tahun 2010, Kerajaan menyediakan sebanyak 1,500 biasiswa di bawah PILN bagi bidang kritikal (perubatan, pergigian dan farmasi), keutamaan dan strategik.
Penawaran PILN adalah berdasarkan 4 kategori seperti berikut:

Kategori 1 – Kecemerlangan Akademik sebanyak 20% daripada keseluruhan tempat di bawah PILN.

Kategori 2 – Mengikut Populasi Kaum sebanyak 60% daripada keseluruhan tempat dalam PILN

Kategori 3 – Bumiputera Sabah dan Sarawak sebanyak 10% daripada keseluruhan tempat dalam PILN.

Kategori 4 – Golongan Socially Disadvantaged sebanyak 10% daripada keseluruhan tempat dalam PILN.
Bagi PILN 2010, JPA telah menerima sebanyak 18,844 permohonan daripada pelajar-pelajar lepasan SPM. Daripada jumlah tersebut sebanyak 10,956 permohonan melepasi syarat minima dan layak di temuduga. Bilangan tersebut menjadikan PILN 2010 lebih kompetitif.

Memandangkan terdapat persaingan yang sengit bagi penajaan PILN, sebanyak 2,000 penajaan lagi akan ditawarkan kepada pelajar-pelajar cemerlang yang tidak terpilih di bawah PILN untuk mengikuti pengajian ke Institut Pengajian Tinggi (IPT) tempatan dan kampus-kampus cawangan University of Nottingham, Monash University, Swinburne University of Technology dan Curtin University of Technology serta IPT terpilih untuk bidang kritikal. Pelajar yang berjaya ditawarkan akan ditaja di peringkat matrikulasi/asasi/pra-universiti dan seterusnya ke peringkat ijazah pertama sekiranya melepasi syarat akademik semasa di peringkat persediaan yang ditetapkan.

Hong Kong overseas scholarships:Scholar can get 80,000 Hong Kong dollars for each year

(Kuala Lumpur) Hong Kong SAR Government Secretary for Education Michael Suen said Hong Kong set up a one billion Hong Kong dollars in the education fund for the Hong Kong and overseas students to apply, foreign students can get scholarships for 80,000 Hong Kong dollars per year (tuition plus living expenses).

He said the HKSAR Government has prepared measures to welcome students from around the world to Hong Kong studies, but also to establish a win-win situation, in order to develop Hong Kong caused by regional education hub.

He Monday (May 17) visit to post-secondary schools through the people, said to reporters, the Foundation in 2009/2010 issued a total of 441 semester scholarships, of which 285 are newly approved, of which 180 are in Hong Kong students, another 105 are overseas students.

INTI-UC:Pioneer institution in Malaysia to provide Traditional Chinese Medicine courses

What initially began as small experiments with indigenous plants, minerals and animals as food revealed that some of these substances could relieve pain and cure diseases. Thus, signalled the birth of Traditional Chinese Medicine (TCM) - a medical system with a unique theory that was developed and expanded over long-term practice and experience.

Today, TCM is accepted and applied by mainstream society and is rapidly gaining new ground due to its significant clinical curative effects. TCM is no longer an alternative form of treatment sought when modern medicine fails. It is now often used in tandem with modern medicine, and both streams are tapped in pursuit of continuous progress and development in healthcare.

INTI University College (INTI-UC) is proud to be the pioneer institution in Malaysia given the mandate to run its own TCM degree programme under the Laureate International Universities network. INTI-UC’s Bachelor of Traditional Chinese Medicine (Hons) (BTCM) degree programme provides students’ with a strong foundation in TCM, where basic, classic and professional TCM approaches to healthcare are taught by TCM practitioners from Malaysia and China.

The programme aims to produce professional TCM practitioners with highly adaptable and practical clinical skills, which will be honed through more than 1,200 hours of clinical training for greater practical exposure. INTI has forged a strategic alliance with the Negeri Sembilan Chinese Maternity Hospital and Medical Centre, enabling students to have attachments at the hospital’s newly established TCM Division.

The BTCM (Hons) is a 4-year programme comprising 151 credit hours, spanning 10-semesters of full-time study in Malaysia and 2 months internship locally, followed by 5 months internship in China, at the Shanghai University of Chinese Medicine or Beijing University of Chinese Medicine. Primarily English language based, the programme will include a Mandarin subject as some TCM literature is still in Mandarin. The programme will equip students with scientific and basic medical knowledge that will allow them to adopt and apply an evidence-based approach to TCM.

The BTCM curriculum is world-class. INTI-UC has a Memorandum of Agreement (MOA) on the 3 + 2 transfer programme with Shanghai University of Traditional Medicine and Beijing University of Chinese Medicine; both recognized by Jabatan Perkhidmatan Awam (JPA) and the Ministry of Health Malaysia (MOH). TCM offers great employment prospects in Malaysia as the Government has passed the Traditional and Complementary
Medicine Act, which will enable practitioners to serve in Government and private hospitals.

  (Petaling Jaya Selangor ‧) entered the 7th session of the "Sin Chew Daily Education Fund", today (Saturday, May 15) won the national response to the 30 tertiary institutions and support, provide value to more than 9 million ringgit scholarship degree, so that over a hundred family is poor and deserving students to complete higher education dreams.
2009/2010 7th Sin Chew Daily Education Fund scholarship ceremony Saturday morning at the "Sin Chew Daily" total community hall, the participation of representatives of tertiary institutions, award-winning students and their parents are present testimony.

Saya mewakili pelajar lepasan SPM 2009 yang kini sedang menuntut di Universiti Teknologi Petronas (UTP) kemasukan Januari (menggunakan keputusan percubaan SPM), ingin menyuarakan rasa tidak puas hati terhadap layanan yang diberikan kepada kami.

Untuk pengetahuan tuan, kami disenaraipendekkan untuk belajar di UTP melalui temuduga dan keputusan percubaan. Mengikut faktanya ,semua pelajar kemasukan Januari dan juga Mei lepas telah ditaja penuh oleh Petronas.

Namun, berbeza pada tahun ini 2010 kerana kami dimaklumkan bahawa terpaksa belajar dengan tanggungan sendiri pada semester pertama dan dijanjikan biasiswa untuk semester kedua (bersama dengan kemasukan Mei 2010).

Walau bagaimanpun, ramai yang terkejut dengan keputusan biasiswa Petronas yang baru dikeluarkan. Hanya 68 orang daripada sekitar 300 pelajar yang ditaja oleh Petronas sedangkan kami semua dijanjikan biasiswa tersebut sekiranya keputusan SPM kami mencapai atau melebihi 9A. Ramai pelajar yang mencapai 10A+ ke atas tidak mendapat tajaan tersebut.

Tambahan lagi, ada sebilangan kecil pelajar yang mana ibu bapanya sanggup berhutang untuk membayar semester pertama dengan harapan ditaja bagi semester kedua berdasarkan apa yang dijanjikan oleh Rektor Universiti Teknologi Petronas , Datuk Dr Zainal Abidin.

Apa yang mengejutkan, pelajar yang mana ibu bapanya sanggup berhutang telah mendapat keputusan yang amat cemerlang iaitu 13A dalam peperiksaan SPM 2009 akan tetapi tidak mendapat biasiswa Petronas.

Berita ini telah mengecewakan ramai pihak kerana kami telah membayar sebanyak RM5,692 dan juga RM720 untuk yuran pendaftaran untuk semester pertama. Lebih-lebih lagi dengan kos hidup yang tinggi di sini. Kami semua (termasuk ibu bapa) telah merasa begitu bangga kerana layak untuk menjejak kaki di UTP ini, tetapi kami dilayan sebegitu rupa. Disebabkan keadaan ini, ada yang telah keluar daripada sini dan memasuki matrikulasi dan IPTA. Mereka telah membazir masa dan wang yang banyak. Kami seolah-olah dipermainkan dan diperniagakan.

Most of the JPA applicants must be worrying now.The PILN results still haven't out yet,and the JPA webpage : http://esilav2.jpa.gov.my/  just stated the PILN results will be out in the third week of May.(Original text: Keputusan permohonan Program Ijazah Luar Negara (PILN) 2010 akan diumumkan pada minggu ke-3 bulan Mei 2010.)The exact date is not stated.But most applicants were told by interviewers that the results will be out on today,that is 12th of May.But still,there are no updates yet from the esila website.

Untuk makluman, sehingga setakat ini Jabatan ini masih belum mengeluarkan sebarang kenyataan rasmi berhubung tarikh keputusan temuduga PILN akan diumumkan memandangkan keputusan temuduga masih belum selesai diproses. Namun, Jabatan ini menjangkakan keputusan akan dimumkan pada minggu ke-3 bulan Mei 2010 tertakhluk sekiranya keputusan telah selesai diproses.

Pada pandangan peribadi saya, adalah wajar saudara membuat persiapan untuk pendaftaran di pusat asasi sains UM dahulu memandangkan tiada jaminan semua pelajar yang menjalani temuduga akan terpilih untuk ditawarkan biasiswa ini dan saya khuatir sekiranya perkara ini terjadi, saudara akan terlepas peluang untuk mengikuti pengajian di PASUM. Sekiranya setelah saudara mendaftar di UM dan setelah keputusan PILN diumumkan dan saudara berjaya ditawarkan biasiswa tersebut, maka saudara boleh memohon untuk keluar dari PASUM pada bila-bila masa.

Suka saya ingatkan, pandangan di atas merupakan pandangan peribadi saya dan tiada kaitan dengan polisi Jabatan ini. Some recommers even phoned the officer,this is what they get:

i called them just now, and they directed me to Encik Razi. he said most probably it will come out on 18th. im not sure if that's a confirmed date, but can be trusted as he is a higher ranked officer then those who usually answer our call. and that's between 16-22 too. but basically it will come out next week. gotta wait some more. =='

Public Service Department:Graduate scholars who study abroad are not allowed to delay for returning back to Malaysia

(Putrajaya) Public Service Department (JPA) announced that all access to government scholarships for students studying in a foreign country, regardless of any department studying after graduation for any reason to delay no longer be allowed to return.

When the director Tan Sri by Si Maia pointed out that students enrolled in government funded medical, dental and pharmaceutical systems, both holders of government scholarships or study loans to return to Malaysia after graduation internship (housemanship).
He stressed that the department more than the students, the return service, still have the opportunity to continue their studies, attend specialist or sub-specialty.
He explained, the authorities decided to amend the policy, mainly because not all aspects of support, and then allow them access to government-funded students return after graduation delay, after all, study the specific areas that require these professionals to come back.
As students apply for study loan to study abroad, according to Si Maia changes in policy when the letter pointed out that regardless of any school department, still can apply for delayed return, as to whether the application is approved will depend on the government's decision.
He also said that this organization will further strengthen the control students to report, to repay loans.

Unproven Statement:Is it true-Petronas ''pakat'' with Jpa?

My friend told me that those who got petronas sponsorhip offer will not get for JPA PILN offer.I was shocked when I received this news.But my friend sent me a link, http://forum.lowyat.net/topic/672754/+200 and I don't know whether it happened like this.Here is a letter which proves it's true,but I really hope that it's not true:

Untuk menjawab pertanyaan yang dikemukakan, adlah dimaklimkan bahawa pelajar-pelajar yang memohon biasiswa di bawah PILN akan mengetahui keputusan pada pertengahan Mei ini.

JPA tidak menjalankan pelarasan dengan Bahagian Matrikulasi, Kementerian Pelajaran Malaysia mengenai pengambilan pelajar untuk PILN dan ke Pusat-pusat Matrikulasi kerana JPA tidak mempunyai nama pelajar-pelajar yang akan mendaftar di pusat-pusat Matrikulasi pada 12 Mei 2008 ini. Oleh itu kenyataan bahawa pelajar yang ditawarkan program Marikulasi di bawah Kementerian Pelajaran tidak akan ditawarkan biasiswa JPA adalah tidak benar sama sekali.

Walau bagaimanapun, JPA bekerjasama dengan Petronas dalam penyelarasan pelajar untuk program UTP dan juga ke luar negara supaya pelajar-pelajar yang telah masuk ke UTP pada bulan Januari lalu tidak dipanggil untuk ditemuduga di bawah PILN.

Di samping itu juga JPA dan Petronas akan memastikan supaya pelajar yang ditaja oleh Petronas tidak pula ditawarkan biasiswa oleh JPA untuk program luar negara.

The total sponsorship fund will be RM1.24 billion and the main objective is to create quality human capital for our country in the future. Top 10 reasons for select IMU for medicine

1. You can’t get into a local universities. UM, UKM, UPM,……. You need perfect score of STPM of 5A, 4A
2. You don’t want to go other private medical school
3. You want to do a twinning program, to UK, USA, Canada, Australia, New Zealand
4. IMU is the most established private medical school in Malaysia. Yup, IMU is 15 years-old.
5. IMU is the”CHEAPEST” private medical school. Yes, despite, the latest tuitions fees is around RM333 for those to who complete the program locally. Other Manipal, Penang Medical College cost a lot more. Anyway, you can try PTPTN (HREF) for financing.
6. You scared of seeing cadaver. IMU is using plastic modal for the study of anatomy. There is no dissection.
7. You don’t want to go to Russia, Ukraine, India, Indonesia for your medical studies.
8. Your results not good enough for local medical school
9. You are a UEC scholar (independent Chinese School examination). Yes, IMU welcome UEC students. They do it quit well in the school
10. After-all, IMU have pretty strong academic staffs. Many of them were retired professors from Local Universities and ministry of health

Faculties and Academic Programmes

OUM has established five faculties offering programmes in various disciplines that are relevant to the current and emerging trends in the industry. Each programme undergoes a series of stringent quality checks ranging from curriculum design, content and assessment methods.

The curriculum design is undertaken by Subject Matter Experts (SMEs) in the respective fields and verified by the Senate, comprising members of the academia as well as professionals from the industry. The syllabus of the programmes are frequently reviewed to reflect changes that occur in technology and new industrial practices. Each programme is approved by the National Accreditation Board prior to being offered to the public.

OUM Support Centres

Apart from the faculties, OUM has established five centres and an institute to complement and support the delivery of its academic programmes.

Learning Centres

Apart from its main campus situated at Jalan Tun Ismail, Kuala Lumpur, OUM has established a strong network of learning centres nationwide and also uses facilities at selected public and private institutions of higher learning. These learning centres are strategically located at major cities and towns, from Peninsular Malaysia to Sabah and Sarawak.
